North Carolina Apostille FAQs

Apostilles for North Carolina birth certificates, death and marriage certificates, can be obtained from the Secretary of State in Raleigh. Certificates must be certified copies issued by North Carolina Vital Records or a Register of Deeds in the count where the birth, death or marriage took place. Certificates issued before April 2000 are not valid for an Apostille.

North Carolina university diplomas, transcripts and school certificates must be certified by a North Carolina Notary Public before being submitted to the North Carolina Secretary of State for an Apostille. Contact the school or university to arrange a notarized certificate. Certificates issued before the year 2000 will not be accepted.

North Carolina university degree certificates, course transcripts and high school diplomas can also be authenticated as notarized copies. A true copy is certified by a notary (this can often be done from a scan without having to submit the original) and then authenticated with an Apostille Stamp from the Washington DC Secretary of State. Authenticated documents can also be attested by the embassies of Vietnam and the United Arab Emirates.

Documents certified by a North Carolina Notary Public, including school and university documents and Powers of Attorney, may be certified for use abroad by the North Carolina Secretary of State. North Carolina Apostilles can be issued on the following documents:

• Documents certified by a North Carolina Notary Public
• Certified copies of Birth, death and marriage issued by the Register of Deeds in the county where the event took place.

• Certified copies of divorce decrees issued by the respective County clerk of court

Documents must be issued since the year 2000.

If documents are required for submission to the authorities or consulate of a signatory country of the Hague Apostille Convention, an apostille stamp affixed by the Secretary of State of North Carolina will generally be recognized directly as confirming authenticity, although a certified translation may also be required if presenting to a country that does not have English as an official language.

If documents are required for presentation in a country that is not a signatory to the apostille convention (e.g. United Arab Emirates, Qatar, Taiwan, Vietnam), then an apostille stamp is not valid. Documents will need to be authenticated at State level in North Carolina, then by the State Department Authentication Division, and finally by the embassy or consulate of the destination country in the United States. A Certified Translation may also be required.
