Certified copies of Delaware vital records can be obtained from the Delaware Office of Vital Statistics. Divorce records are obtained from the county where the divorce was granted.

Delaware university degree certificates, course transcripts and high school diplomas can also be authenticated as notarized copies. A true copy is certified by a notary (this can often be done from a scan without having to submit the original) and then authenticated with an Apostille Stamp from the Washington DC Secretary of State. How can I authenticate notarized documents in Delaware for use abroad?
Documents certified by a Delaware notary public may be submitted to the Delaware Division of Corporations in Dover. Any document that is in a foreign language must have the English translation attached to it. The English version must be notarized.
